The police in Maltese vary considerably by district. Many are as corrupt as the gangs and syndicates or may even be on their payroll. Some are poorly equipped and trained while others have exceptional gear and extensive training making them a match for any paramilitary force.
The overall city sets laws, but the local police enforce those laws and the individual officer often takes a great deal of leeway in the enforcement. Some police forces have a wider reach and enforce laws in other districts. Rivalry between police forces and military units is common and sometimes violent.
In corporate areas there may be few actual police forces as corporate security takes over most law enforcement duties and enforces the law in the way that benefits the corporation most. In powerful syndicate areas the police often work directly for the syndicate bosses.
